People with Medicaid for the Aged, Blind, and Disabled (MABD):
- do not have a Medicaid work requirement
- do not have to renew their coverage every 6 months.

People with low income and resources who:
- are age 65 or older, or
- are blind or have a disability determination at any age.
Benefits
Medicaid for the Aged, Blind and Disabled (MABD) has no premium (monthly cost). It covers many different services and has low out-of-pocket costs:
- doctor and hospital visits ($1 - $3 copay)
- prescription drugs ($1 - $3 copay)
- durable medical equipment ($1 - $3 copay)
- dental care (annual benefit of $1,500), and
- free transportation to the pharmacy and medical appointments (for people who do not have a car or other way to get there).
You must go to doctors, dentists and hospitals that accept Vermont Medicaid. Ask the provider before you make an appointment.
How to qualify
The state will look at your monthly income and resources.
Income
Your income must be under the limit. In 2026, the monthly income limit is:
- $1,375 if you live outside of Chittenden County, or
- $1,483 if you live inside Chittenden County.
The State of Vermont will disregard (not count) about half of your income if it is from a current job. Learn more about “What income counts for MABD and MWPD” on our income limits page.
Resources
You must have less than $2,000 in resources if single or less than $3,000 if married.

If you have too many resources: You can apply for the Medicare Savings Program instead. There is no resource test. It helps people with Medicare lower their costs. Learn more on our Medicare Savings Program page.
When to apply
You can apply for Medicaid for the Aged, Blind and Disabled (MABD) any time during the year.

- Download and print the 205ALLMED application. Or call Vermont Health Connect and ask them to mail you the application: 1-855-899-9600.
- Fill out pages 1 - 16 of the application and mail it to Vermont Health Connect.
In-person: You can get help applying for insurance by calling or meeting with trained helpers called assisters. Find an assister near you.
