Commercial Insurance Complaints
If you have a complaint about an insurance company, you can contact the Vermont Department of Financial Regulation (DFR). There are several ways to contact DFR:
- Phone: Call DFR’s consumer hotline at 1-800-964-1784. Their staff will talk with you about the complaint and help you file a formal complaint.
- Online, fax or mail: File your complaint online or print out a complaint form to fax or mail. DFR offers a consumer portal so you can file your complaint.

If you have health insurance from a large employer or your employer is self-insured, DFR may not regulate your plan. If that is the case, you should contact your human resources department if you have a complaint. You also can contact the Employee Benefits Security Administration. They have advisors who can answer questions and look into complaints. Their phone number is 1-866-444-3272.
